The Partnership for Children of Cumberland County, Inc.
(PFC) defines community building as the process of fostering
coordination and collaboration among public and private
sector groups to achieve outcomes for children ages birth
through five years. We divide community building into two
components: program development and project management.
Program development is the process of engaging community
stakeholders to develop strategies to create or enhance
a specific program intended to meet a public need. Programs
typically continue over time without a specified end date.
Examples of Program Development
Project management is the process of managing resources
(people, time, money) and scope to complete a specific
project within a specific amount of time. Projects have
specific start and end dates.

both program development and project management consultation
